Silvestre was the fastest U23 rider over the 27,8 km course in Pataias in the Alcobaça-region. He reached the finish line in 36:42. António Barbio (Mortágua) was second, 24" behind Silvestre, and Amaro Antunes (Carmim-Prio-Tavira) third at 35".

Sports Director Adriano Baffi: "I just spoke with Fábio and he is obviously very, very happy with his victory. He came second and third before in the National TT, and now he finally scored the win. With Bob Jungels we have a very strong leader and he's rewarded our confidence with some very nice wins, but when you win with a guy like Fábio, who has been supporting his leaders throughout the year and who has been improving a lot since last winter, it's really amazing. It's shows that our development project is working well. In a way, it's not a surprise for me that he pulled this off, he deserves the title very much."
